Army to implement 63 recommendations of Decker- Wagner review

The Army will implement 63 of the recommendations put forth in the final report of an Army acquisition review that was chartered by Secretary of the Army John McHugh.

Since 1996, the Army has spent more than $1 billion a year on programs that ultimately were canceled. Since 2004, that number has been between $3.3 and $3-8 billion a year - anywhere from 35 to 42 percent of the Army's development, testing, and evaluation budget.

Those details and proposed solutions to improve the Army's acquisition community are outlined in a report released July 21 by the Army

Former head of Johnson Space Center dies in Texas

Aaron Cohen, the former director of NASA's Johnson Space Center who helped create the space shuttle program, has died in College Station after a long fight with cancer. He was 79.

Cohen was named director of the Johnson Space Center in 1986 after the space shuttle Challenger exploded, killing teacher Christa McAuliffe and six astronauts. He told the Associated Press then that flying the shuttle safely would depend on "paying attention to detail" and he would encourage those who worked for him to do so.

Cohen was at the helm when shuttle flights resumed nearly three years later and continued to lead the center until 1993. He resigned from NASA to …

And the rest? Coming together.

Just about six months ago, Wareham resident Jeff Avery took over Buzzards Bay's dilapidated former movie theater with dreams of turning it into a bargain-priced specialty cinema.

Now the countdown to the scheduled opening date is on. The Bourne Scallop Festival, held across the street from the theater along the Cape Cod Canal, starts Sept. 22.

Avery hopes to have the theater ready to open on that day.

US Patent Issued to Smartflash Technologies on May 17 for "Data Storage and Access Systems" (Null, Dutch Inventors)

ALEXANDRIA, Va., May 20 -- United States Patent no. 7,942,317, issued on May 17, was assigned to Smartflash Technologies Ltd. ( Tortola, UNKNOWN).

"Data Storage and Access Systems" was invented by Patrick Racz (Saint Heller, Jersey) and Hermen-ard Hulst (Amsterdam).

According to the abstract released by the U.

S. Patent & Trademark Office: "Data storage and access systems are described for downloading and paying for data such as audio and video data, text, software, games and other types of data. A portable data carrier has an interface for sending and receiving data, non-volatile data memory for storing received content data and non-volatile payment validation memory for providing payment validation data to an external device. The carrier may also store a record of access made to the stored content, and content use rules for controlling access to the stored content. Preferred embodiments store further access control data and supplementary data such as hot links to web sites and/or advertising data. A complementary data access terminal, data supply computer system and data access device are also described. The combination of payment data and stored content data and, in preferred embodiments, use rule data, helps reduce the risk of unauthorized access to data such as compressed music and video data, especially over the Internet."

The patent was filed on Jan. 15, 2008, under Application No. 12/014,558.
